HCS SCS SB 246 -- SEWER SYSTEMS SPONSOR: Days (Hoskins) COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Urban Issues by a vote of 11 to 0. This substitute authorizes the Board of Fund Commissioners, in addition to amounts authorized prior to August 28, 2006, to issue bonds for grants and loans pursuant to several sections of Article III of the Missouri Constitution. The authorizations are for: (1) $10 million of bonds for waste water pollution control, drinking water system improvements, and storm water control pursuant to Section 37(e); (2) $10 million of bonds for rural water and sewer projects pursuant to Section 37(g); and (3) $20 million of bonds for storm water control plans, studies, and projects in first classification counties and the City of St. Louis pursuant to Section 37(h) The substitute also allows for a lien upon the property of customers of public sewer districts created and organized under constitutional or statutory authority if the customer fails to pay their user charges when due. The secretary-treasurer of the public sewer district must certify charges greater than one year but not more than five years, together with any interest and late charges assessed by the collector of revenue for the City of St. Louis or St. Louis County. FISCAL NOTE: No impact on state funds in FY 2006, FY 2007, and FY 2008. PROPONENTS: Supporters say that the bill will help in the collection of delinquent sewer taxes. Testifying for the bill were Senator Days; and St. Louis Metropolitan Sewer District. OPPONENTS: There was no opposition voiced to the committee.
